Viscount Milner presents his humble duty to the King and at the request of the Archbishop of Canterbury begs to submit for Your Majesty's approval that a Mandate be issued authorising His Grace to consecrate as a Bishop, the Reverend Charles Ridley Duppuy, M.A., who has been selected by the Archbishop to be Bishop in Victoria, Hong Kong, in succession to the Right Reverend Gerard Reath Lander, D.D., who has intimated his intention of resigning the See on his return to England.
Should Your Majesty be pleased to approve, a Mandate is transmitted herewith for Your Majesty's signature.
